Babin Earns 100% Rating from American Conservative Union
- Receives 2015 Award for Conservative Excellence -
As one of only five Republican Texan Congressmen to receive a perfect score from the American Conservative Union (ACU) and the highest rated military veteran, I'm proud of our record of fighting to protect and advance our conservative Texas values in Congress. From voting to defund and block Obama’s executive amnesty to standing firm in opposition to wasteful and bloated government spending bills, I will always stand on the side of liberty, personal responsibility, traditional values, and strong national defense. To view the ratings, click here
Secretary Kerry’s Decision to Sign U.N. Climate Change Plan Threatens American Workers and Employers
Last week, Secretary of State John Kerry signed and committed the American people to the United Nation’s Paris Climate Change Agreement. Despite its massive commitment and significant reach, the President has indicated that he will not submit the plan to the U.S. Senate for its advice and consent, which has been the historical norm under the U.S. Constitution.

While liberals in Washington and global bureaucrats at the U.N. hailed the news, American manufacturing workers know that these agreements lead to higher energy costs, a smaller paycheck, and fewer high-paying jobs. And, the biggest un-kept secret is that this U.N. deal will have virtually no meaningful benefit to the planet. It is just another example of the Administration circumventing Congressional objections to avoid the defeat of this job-killing treaty.

For this reason, I have cosponsored a resolution instructing the President to follow the U.S. Constitution and submit the agreement to the Senate as a treaty for its advice and consent. As the representative of an area that is a leading energy producer and user, I will continue helping lead the charge in Congress to block funding for this radical United Nations plan.
Weekly Legislative Update
- House Votes to Protect Email Privacy and Combat Terrorist Recruitment -
It's long past due that we update our privacy laws to give emails the same protection as traditional mail and telephone calls. Under current law, there is little protection for private electronic communications stored by third party service providers. That's why I proudly cosponsored and voted for H.R. 699, the Email Communications Privacy Act (ECPA), which updates our laws to require a court ordered warrant before an email service provider can disclose private communications. In the current era where individual privacy is often overlooked or sidelined, ECPA takes an important step to protect your privacy.

This week the House also passed H.R. 4820, the Combating Terrorist Recruitment Act of 2016, which allows the Department of Homeland Security (DHS) to incorporate the testimonials of former Islamic extremists and defectors into its efforts to stop the recruitment of terrorists in America. ISIS is radicalizing Americans at an unprecedented rate through its online propaganda. This legislation will provide the DHS with a new and effective tool to fight back.
VIDEO: Holding the EPA Accountable
On Thursday, I questioned EPA Administrator Dennis McLerran about his role in the agency's absurd decision to preemptively and unfairly block the Pebble Mine development project in Alaska. Mr. McLerran's refusal to answer the questions is exactly why the American people are so fed up with the EPA and unaccountable federal bureaucrats.

I really enjoyed meeting the Landrum family from Jasper on Wednesday before their U.S. Capitol tour. Please be sure to let us know if you're planning a visit to our nation's capital.
It was an honor to meet NASA Astronaut Kjell Lindgren on Thursday and learn more about his time on the International Space Station (ISS). Dr. Lindgren returned to Earth in December 2015 after spending 141 days aboard the ISS.
